money required to enable the University to be re- established on its 1941 scale. Thore seems to be no alternative but to provide the sums involved from Hong Kong funds, and the Governor has now indicated that he is likely to get the agreement of the Legislative Council to making such provision. has accordingly put up definite proposals for making provision from Hong Kong funds for the H.. 4,000,000 required to complete the reconstruction of the University building and for the purpose of constructing buildings, completing equipment and workshops and augmenting the library, all of which will bring the University up to its pre-1941 scale, with a fow small additions, and for an increased manual grant of II.K.♬ 14 million in 1948-49. I enclose a copy of Sir Alexander Grantham's savingram, putting forward these proposals and of the draft public statement, enclosed therewith, intended for simultaneous release in Hong Kong and the United Kingdon, samouncing the decision and plans concerning the University.
As Hong Kong is still subject to Treasury
control, we shall have to clear the financial proposals with the Treasury and this we hope to do vory shortly. In the meantime, we want to settle with the Governor the question of the publication of the Advisory Committee's report on the University and the wording of the public statement. I enclose two draft telegrams. to Hong Kong, setting out our views on these points. I also enclose for reference purposes a copy of the revised draft public statement, incorporating the amendmenta suggested in the draft telegrams.
